I would like to be able to create pay-on-use return labels in bulk. We work with other businesses so it would be nice to simply create a bunch of pay-on-use labels to send to them as we do not know how many products we will get back.
Could also be helpful for people that would like to give customers the option to return after shipping but without pre-paying for postage then having to cancel if the customer decides not to return.
I would like this also in order to provide labels for customers returning items at their expense. Its a customer service and easier than sending them our address then them having to write that on the package. They just take the package to the post office properly labeled and pay at the counter.

From reading the linked page it seems that the answer to the original question is no. "Scan-based return labels can only be created with an outbound shipping label and must be selected on READY TO SHIP or setup via a Shipping Rule."
