Automatic ETD On/Off

Some countries don't support "Electronic Trade Documents (ETD)"
So the label won't print unless I disable "Electronic Trade Documents (ETD)" and then I have to go back and enable it again for the next order.

Would it be possible to make this automatic?

Also,  whenever I disable ETD for the reasons stated above I am required to re-add the signature file and the company letterhead file.  Please make this an easier process.
