Store Settings - Orders, Fields Not Showing.

Hi I am  referencing the article above & trying to set up customer order status according to the article above and it's not showing on the order status page, please advise. The only thing that shows up when I click orders is the attached image below.
 
 
Once I can see the proper settings to enable order statuses & custom ones, my next question is this.
 
I bought the woocommerce order status plugin and shipment tracking plugin (set up properly) 
 
I want it so when the order is shipped or label bought, the status is changed to SHIPPED (custom order status) & that when it arrives, it's marked as complete.
 
The way it's set up now when I buy the label, it marks the label as complete on woocommerce backend.
 
Please advise.
