This is regarding my free account with ShippingEasy. I've been using the service for 3 months. I sent the following text to Endicia also. Their reference number for my inquiry is #171114-009462.
I tried to create a shipment today using a USPS Small Priority Mail box and adding $1000 of additional insurance. Screen shots are below.
The first shipment I created included the cost for a USPS Small Priority Mail box and $1000 extra of insurance. I did not have enough in my account balance to pay for the insurance and expected to be given the opportunity to add funds. I was not given that opportunity and the order total did not include the cost of insurance. Suspecting something was wrong and that my shipment would not include insurance, I cancelled that shipment and I'm waiting for a refund.
Before trying again, I added money to my balance.
Details of Second Attempt
USPS Small Priority Mail box and $1000 of extra insurance. After creating the shipment, the total was $14.15. This broke down to $6.45 for the shipping and $7.70 for insurance. However, after clicking "Add to Cart", the total was $6.45. Again, the cost of insurance was not added. I chose to not continue and shipped my package from the post office. I could not risk not having insurance on this shipment.
After getting home I found the Endicia webpage about insurance, https://www.endicia.com/tools-resources/insurance/rates. The rate from this table is not the same as I was being shown in my ShippingEasy shipping form. ShippingEasy was going to charge $7.70, but your rate table indicates that I should have been charged $11.95 for $1000 of insurance.

I would be glad to assist you with your insurance issue today.
Looking at your screenshots (thank you for those!), I see that the $7.70 was listed on the Ready for Payment screen but not included in the label price. That is expected behavior of the app since insurance is charged to your credit card on file with us and not paid via your Endicia postage account. You can see more about how billing for insurance works here: FAQs: Billing for Shipsurance
Also, the insurance rates are for Shipsurance (not insurance via Endicia). Here are the rate tables for your reference: How much does shipment insurance cost?
So $7.70 is correct for $1000 coverage.
I can see that the insurance did apply in the first shipment you created as there is a checkmark under the Insurance column in your Shipment History: How to: Find out how much Shipsurance coverage was purchased for a shipment
It looks like you were following the correct process for adding insurance to your shipment before so you should be good to go for future shipments.
