Is there a difference between Commercial Base and Commercial Base Plus pricing tables for First Class International Flats? Is there a table of rates by Ounce and Zone somewhere?

Since USPS has discontinued service for First-Class Mail International Large Envelope/Flats with merchandise, as of January 21st, 2018, there are no longer commercial rates available. For shipments not containing merchandise there are retail rates available, which can be viewed in the link below.
