Cannot add postage to account

How do I add postage?  It keeps saying this:

 

Your postage purchase request cannot be completed at this time. Please contact ShippingEasy Customer Success at (512) 960-4101 for assistance. Error message: Purchase failed. Account exception Exception with code 0x00560102; module 86, category 1, item 2
