Label paid for, but failed. Forced to pay again to print it!?

Hello, I saw that this same exact issue was mentioned a few months ago, and the response basically was that it happened due to an outage on Endicia's part, and that they were already in the process of fixing it. But since that was over a month ago, I am assuming that it is a separate issue now.

I paid for a whole batch of labels, and they all went to the "ready to print" section except for ONE label. It would not explain why, but it made me start over and pay for that one again. I had definitely already been charged for it, and no refund has happened yet. So basically I have paid for it twice. I would like to know how to get a refund, and also how to prevent that from happening again.
