I would like to amend an order after the fact to show the amount of shipping I paid when I ship via IBC, since I don't know what I will get charged until that package is in there hands. When I tried to add the price in the notes that section doesn't show up when you run a report

Thanks for the request! It sounds like you'd like us to allow the post-shipments notes field on the Shipping History screen to be allowed in reporting.
