Missing or invalid element: ToPostalCode. Error

I am receiving the following error message:
 
           SPECIAL USPS RATE ALERT(S) Messages from USPS:
  • Missing or invalid element: ToPostalCode. Error encountered (Log ID: 32817)
I have double checked the address that was input from the customer. The international postal code used IS CORRECT and COMPLETE and Google immediately finds the city and country for that postal code. I have checked my ship from postal code, it is also correct and complete.

I have reviewed all the information that I could find in the Question & Answer / Community Support / FAQs section of the website.
 
I'm not sure what else I can do in order to make this work. Any advice?

Normally we recommend using the Melissa Data international address validation tool linked in the article below, when you run into problems validating an international address.

UPDATE: I used the exact same address on my sister's basic account and it worked perfectly. It did not work on my account.
