Endicia Not working. Pass phrase wrong and Endicia Login no good

Get this error:

The Certified Intermediary’s pass phrase is incorrect. Error encountered (Log ID: 41399)

Try to reconnect and no joy.  Tried to login into Endicia directly and web login doesn't work.  

I also re-entered CC information.  No joy there either.
