create a tool that allows us to create QUOTES rather than manual orders, which I can then turn into a manual order and assign an updated order number when the order is finalized.

Thank you for taking the time to post in our community forum. Currently, we have these options as two separate functions. We can generate a rate quote using the "Rate Calculator" in the top center of the application, OR we can generate a manual order using the "Quick Ship" function in the blue bar.

At this time, we are unable to combine the two. One of the reasons is that a manual order requires specific information for us to generate an order. The "Rate Calculator" is a quick tool for merchants to view or browse rates using limited data.
