the Automatically Advance Ship Date After is not working

Hi I am trying to automatically advance the ship date after 1:30 pm CST.

To do this I made sure my time zone is correct and then under profile I sent the Automatically Advance Ship Date After to 1:30 pm and saved it.

However, even if I try to ship a package after 5 pm, it still not advancing the Ship Date.

Is this a known bug, if not why it is not working?
