Add to the internal note when creating a return label

We have a feature on the Orders page today where you can easily add an internal note to an order.

But after an order has been shipped, if you want to generate a Return label there is no way to modify that internal note.  We have heard from some customers that it would be convenient to add information to the internal note about why the Return is being processed (e.g. wrong size, defective, warranty, exchange, etc.).

Since the order number is printed on the Return label, when the package arrives from the customer you could easily look up the order on the Shipment History page and review the information in the internal note to help you decide how to process the customer's return.
