This could have various uses. Since items sent to different addresses have a higher incidence of fraud, we could require signature for these shipments, or choose to purchase insurance. Also, we would like to use this to filter to assign a gift packing slip that does not show the price.

For your second feature request, while we don't have a filter for this, we do have a rule allowing you to assign packing slips to certain situations. For example, you could say "If the order is a gift, then assign this packing slip".
More on how to set something like this up HERE. This article explains how to assign it per store so instead of using the store as the condition, you could use any of our various options in the "IF" dropdown menu. I hope this helps.
