I'm sending a package to Japan, but the postage is not what it should be. USPS International should be $13.75, but's coming up about $3.50 for a 3 oz flat rigid envelope.

The Commercial Base rate for a 3 oz shipment going to Japan (Country Group 3) via USPS First Class International Package Service is $13.06. It looks like this is the rate that you ended up receiving for this package.
