An option to use different customs forms and save as unique profiles for International shipments. Uses would be designating and distinguishing shipments of samples vs. merchandise vs. gifts. It affects the international recipient as far as duties/taxes.

It sounds like you are wanting a more customizable and versatile International Shipment settings page, where you can create multiple options and then assign rules to them. For instance, if SKU = ___, then assign this international setting.
