Hi sold on eBay. Customer received damaged merchandise. Who files with USPS, the customer?

Thank you for posting to our forums!

Sorry to hear you had a shipment that was damaged in transit.  If the package included insurance such as Priority Mail, you (the shipper) can file a claim directly with the USPS.  Steps for doing that can be found in the following article from our Knowledge Base:
