Stalled shipment - a problem with a new Int’l Large Letter domestic routing shipment

I made a label for shipping an order from Michigan to Canada using the new domestic transfer station option for international large envelop merchandise. It appears to have stalled in Chicago for over two weeks according to USPS tracking. I reported it to USPS but is ShippingEasy responsible? Who is putting the final international label on the envelope? SE? USPS? A third-party contractor? Just want to know how to fix an issue like this with this new shipping method.

I have already used it a few times before without issue. Just FYI.
