Move Blue SE Notice Dialog to Bottom of Web Page

Each time ShippingEasy flashes the light blue notice bubble across the top of the screen it blocks the menus and we have to wait to continue workflow. I suggest moving these notices to the bottom of the screen. Shopify has them slide up and then drop down.
