Instead of saving customers to the address book and creating new manual orders, there should be the ability to edit duplicate order details so the customer does not think they are receiving the old order.

What information are you wanting to edit? Currently, you actually can change duplicated order details as far as the address and shipping methods go. However, you cannot edit the order details such as products orders, etc.
To edit the shipping details on a duplicate order:
You will want to go to Shipping History > Find the order > Click the barcode symbol (which is the duplicate label symbol) and create a duplicate. You will then be brought to a new page where you can edit the order by clicking the pencil symbol. From there, you will be brought to the Ready to Ship Page where you can edit as necessary.
