Expand criteria for Shipping Rules

Would like to see the additional criteria of Quantity/Number of Items and shipping Zones added - that will make it even more useful and efficient to process hundreds of orders. I would expect that any data you can delimit by on the Orders page should be selectable criteria.

We continue to expand the Shipping Rules criteria and both these options have now been added: Total quantity and Zone.

Add a way to filter the total amount spent by the customer on shipping ($Shipping) to shipping rules.
