It's still too easy to overlook the Duties that default to "Bill Sender"...when most of the time it is "Bill Recepient"

We need this changed quickly...I'm still getting customs bills.   I realize it's easy to say, "just tell the operator to make sure"...but it's silly to have the default as "Bill Sender"..
