Add INTERNATIONAL Third Party UPS Billing

Third Party UPS Billing is currently limited to only accounts that use 5-Digit US ZIP Codes. Please also enable third party billing to UPS accounts based outside of the USA.

Is this still not possible through Shipping Easy? This is a huge hassle for a consistent international customer. Please add it.
