I'm sorry to hear that you are having trouble getting in touch with our support staff.
It is true, we do not offer support for the Starter Plan members, but we do offer phone, chat, and email support for Basic Plan members and above. Unfortunately our phone, chat, and email support is limited to paid subscribers, as this allows us to maximize our support resources.
Our Starter members do have the option to search and post in our forums as you have done here, and we try to respond as quickly as possible.
As it turns out, we recently received an email from you and I responded back requesting specific Endicia account details, so we can enable the Pay-on-Use (Scan based) return labels for the correct account.
Please look for my email and send me that information when you get a chance and we will be sure to have that enabled for you as quickly as possible.
