The Certified Intermediary’s account does not have enough postage balance

This is the second time I've received this error this year.  The first time I had a a few dollars in my account and this error wiped out my account and I ended up accidentally depositing $200 (which I find out was NOT refundable).  Today I had $196 in my account, hit pay, then I received the message below and my account is completely wiped AGAIN.
This is the error message we've received back from USPS: 
The Certified Intermediary’s account does not have enough postage balance to support this transaction. Error encountered (Log ID: 23320)

Hello Curtis, and thank you for posting to our community.

After checking your Postage and Carriers page in your ShippingEasy account, I see that your Endicia International & Expedited account appears to be suspended.

Endicia has strict security controls in place to protect your information. Because of this, there are several actions that can cause your account to be temporarily suspended. 

This link, What caused my Endicia account to be suspended?  may provide some insight as to why your account may have been suspended.

If any of those suggestions apply, you will want to reset your Endicia passphrase. This link How to reset an Endicia pass phrase? from our Support Center provides a guide for resetting your Endicia account pass phrase.

If none of those appear to apply, it's possible you may need to contact Endicia directly for more information.
