The USPS is implementing rate changes on May 31st, 2015. The changes affect both Domestic (First Class, Media Mail, Parcel Select) and International (First Class, Priority Mail, and Priority Mail Express) services. Most notable, Priority Mail International shipping to Canada will switch to zone-based pricing. Confirmation options will also see significant revisions.

Confirmation option changes:
The charge for Signature Confirmation on domestic USPS services is changing from $2.35 to $2.45 (increase of $0.10 per parcel).
The charge for Adult Signature on USPS domestic services is changing from $5.20 to $5.50 (increase of $0.30 per parcel).
Restricted Delivery will be discontinued as a stand-alone extra service. It can only be used when combined with another extra service that requires a signature. As such, Restricted Delivery will no longer be available on ShippingEasy.
Domestic rate changes:
First Class Flats (1 oz.) will stay the same at $0.98 in 2015. Each additional ounce will cost $0.22 (increase one cent per 1 oz).
First Class Package Service rates will increase about 5%. Commercial Base (CBP) rates will start at $2.04 (increase $0.11 per 1 oz parcel).
Parcel Select rates will increase about 10%. Rates will start at $5.70 (increase $0.15 per 1 lb parcel).
Parcel Select rates are decreasing for heavier packages. Packages weighing 6 lbs. to 24 lbs. that are being shipped to Zones 1 – 4 will see a rate decrease.
Media Mail rates will increase about 6%. Commercial Base (CBP) rates will start at $2.72 (increase $0.03 per 1 lb parcel).
Priority Mail Express:
No changes will affect domestic Priority Mail Express rates.
International rate changes:
First Class Mail International Package Service rates will increase about 7%. Commercial Base (CBP) rates will start at $6.39 (increase $0.23 per 1 oz parcel).
Priority Mail International rates will increase about 5.5%. Commercial Base (CBP) rates (for all countries except Canada) will start at $32.63 (increase $0.70 per 1 lb parcel).
Zoned pricing for Priority Mail International packages will be introduced for parcels being shipped to Canada. Commercial Base (CBP) rates will begin at $26.75 (for 1 lb parcel). Scroll down to learn more.
Priority Mail Express:
Priority Mail Express International rates will increase about 7%. Commercial Base (CBP) rates will start at $35.53 (increase $2.29 per 0.5 lb parcel).
Shipping to Canada:
Shippers in major US cities with who routinely ship to Canada may begin to see some big savings with the roll out of zone-based pricing on packages shipped to Canada. Historically, a single "average" rate was used for all shipments heading to Canada. USPS will begin using zones (1.1 - 1.8) which will help lower rates for some shippers. These new rates will only apply to Priority Mail International shipments.
Zones have been used for years with some domestic services. The basic idea is that packages traveling shorter distances will ship at lower rates. So, zones are determined by the origin and destination addresses.
In this first iteration of zone-based pricing to Canada, only the origin zip code will be used to determine the zone. Eventually, USPS may configure the zones to take into account the Canadian destination postal code.
If you’re shipping from a major U.S. city, like San Francisco or Chicago, to anywhere in Canada you most likely fall under Zone 1.1 and Zone 1.2, and can expect to save around $8 per package. You’ll also see greater savings if you ship packages under 1 lb. or more than 13 lbs. However, if you’re shipping from a less major city, such as Wichita, Kansas (Zone 1.4), you will see an increase of around $6 per package.

Other USPS rate changes that impact services not offered via ShippingEasy:
Domestic First Class:
First Class Letters (1 oz.) will remain the same at $0.49 when purchased at the Post Office. Each additional ounce will cost $0.22 (increase one cent).
Metered Mail (1 oz.) rates will rise to $0.485 (increase $0.005).
Postcard rates start at $0.35 (increase one cent).
International First Class:
First Class International Letters (1 oz.) and postcards will start at $1.20 (increase $0.05).
